POSITION SUMMARY

Reporting to the ICAP Country Director in Democratic Republic of Congo (DRC) and secondarily to the ICAP Senior Project Portfolio Manager (SPPM), the Program Specialist provides project management and operational support to the ICAP office in DRC in support of sponsor-funded program activities. The Program Specialist is a member of the DRC Senior Management Team and works with other senior staff in the country office, to ensure compliance with sponsor requirements and to facilitate communication with sponsors and ICAP New York (NY) staff. S/he will assist ICAP in DRC senior staff in the management of country office operations, including support for general financial and operational management, as well as with program planning and documentation of program achievements and reporting. S/he will coordinate interaction between the ICAP NY staff and in-country counterparts; ensure that in-country program/ technical and finance/administrative staff have information required to facilitate both project-related decision-making, and support ICAP’s ability to meet sponsor requirements and expectations. The Program Specialist will support in-country staff to develop programmatic and financial reports that are of high quality and are prepared in a manner that meets sponsor requirements.

MAJOR ACCOUNTABILITIES

  • In collaboration with ICAP in DRC leadership, supports and contributes to strategic planning and work plan development and monitoring
  • Support the development and implementation of management systems for country projects to achieve financial, administrative and programmatic goals and targets, including planning and monitoring program implementation and program budgets/expenditures
  • Work closely with country staff and ICAP NY teams in the development of award budgets and budget justifications, including budget modifications
  • Coordinate in country teams in the development and submission of required grant-related actions, including requests for prior approval for procurement of equipment, consultants and sub agreements to ensure they meet donor and ICAP/CU requirements
  • Coordinate in country teams in the development and writing of project reports, and ensures that all donor reports and project write-ups, including but not limited to annual reports, success stories and program briefs, are data driven and articulate a compelling story
  • Facilitate the management of sub-agreements with relevant country staff and NY Sub-award Manager(s).
  • Facilitate synergies within the country team between the different teams to ensure smooth implementation, including Procurement, Recruitment, Operations, Programs, etc.
  • Facilitate communication between NY or Regional -based ICAP counterparts via regular phone conferences and/or face-to-face meetings. Maintain regular communications with NY or Regional-based via e-mail and/or telephone to identify and discuss program issues, challenges, and solutions to the implementation of program activities
  • Facilitate information flow between technical/program and finance/administrative staff in-country to ensure country operations support program and donor requirements, and are in compliance with ICAP standard operating procedures
  • Serve as a secondary point of contact for communications with CDC, HRSA and other donors; participate in meetings with CDC and HRSA
  • Supports new business development by assisting in the development of proposals in response to notifications of funding opportunities (NOFOs)
  • Perform other related duties as assigned

Desired Minimum Qualifications:

  • Master’s Degree in Public Health, Public Administration, Business Administration or related discipline.
  • 5+ years of progressive experience in managing public health programs with an international organization, in the context of a developing country.
  • Strong familiarity and command of USG regulations and compliance.
  • Direct experience in budgeting, financial management, operations and logistics associated with donor/sponsor-supported international public health programs.
  • Proven record of excellent management, leadership skills and competence in people management.
  • Demonstrated excellence in oral/written communications, including but not limited to: report writing, professional presentations, and project proposals.
  • Excellent analytical and quantitative skills with demonstrated experience operating in highly complex business environments
  • Demonstrated experience working in a team-based environment, in exercising independent judgment and decision making and working with minimum supervision and direction within broad established guidelines.
  • Fluency in oral and written English required 

TRAVEL REQUIREMENTS

  • Requires periodic travel within DRC, with some trips requiring overnight stays.
